The Initiative
You’re a media publisher that’s been looking to get more clients, more advertisers or simply more audiences. That’s why we’ve created this initiative: to help eligible commercial, ad-supported, diverse-owned media publishers like you get more exposure to ad agencies, advertisers and other investors.
When your certification is approved, you’ll have the opportunity to enjoy all of the benefits minority business enterprise (MBE) certification has to offer. So you can stay focused on creating the best content and building your business, we will reimburse the initial certification fee once your application has been approved. You’ll also learn more about the services, connections, and business opportunities that come with being a part of the NMSDC network.
NOTE: For this NMSDC-Nielsen Certification Reimbursement Initiative, a media publisher is defined as a platform for the distribution of media programming/content such as a local/national radio station, local/national TV station, OTT streamer, cable company, digital publishers, and print publications.

Reimbursement Eligibility
Eligibility to participate in the Nielsen certification reimbursement program requires that you and your company meet the following requirements:
Have one of these NAICS codes as your primary industry and be ad-supported
513110 – Newspaper Publishers
513120 – Magazine Publishers
516210 – Radio Networks, Broadcasting Networks, Radio, Television Broadcasting – Producing and broadcasting television programs for cable and satellite television systems, Stand-alone Streaming Service
Note: Some of these NAICS codes are new as of 2022. Please check online to confirm your code.
Meet either of these revenue guidelines for:
Network/national TV, local TV, local radio and national radio– Class I (less than $1 million USD in gross revenue) and Class II (between $1 and $10 million USD in gross revenue)
Digital publishers and publications – Class I (less than $1 million USD in gross revenue) and Class II (between $1 and $10 million USD in gross revenue)
Meet the minimum criteria to be eligible to apply for NMSDC certification as a Minority Business Enterprise
Must be United States citizens
Must be at least 51% minority owned, managed and controlled
Must be an independent for-profit enterprise and physically located in the U.S. or its trust territories
Management and daily operations must be exercised by the minority ownership member(s)
This program will reimburse the certification or recertification fee.
