RFP – Commercial SEM Program

Pacific Gas and Electric Company (PG&E), a subsidiary of PG&E Corporation, is one of the largest combined natural gas and electric energy companies in the United States. Based in San Francisco with more than 23,000 employees, the company is the primary natural gas and electric service provider for Northern and Central California. The company’s 70,000-square-mile service area stretches from Eureka to the Sierra Nevada in the east. PG&E delivers some of the nation’s cleanest energy to 16 million people.

Strategic Energy Management (SEM) is a continuous improvement process that drives deep, lasting change in the ways that businesses use energy. SEM practices improve an organization’s ability to manage its own energy performance and costs on an ongoing basis. To do this, SEM emphasizes a structured approach to increasing organizational commitment, improving the planning and implementation of energy-saving projects, and measuring energy performance outcomes.

PG&E has had success with recent Industrial SEM programs and envisions SEM as one of the major program offerings in its energy efficiency programs portfolio in the future.

California Public Utilities Commission’s Decision 23-02-002 allows program administrators to offer SEM programs to sectors other than industrial if they are well-suited to the SEM intervention, and that SEM may be bid and contracted as a third-party EE program.

Therefore, PG&E is issuing this RFP for a third-party implemented SEM program targeting commercial, institutional, and/or public sector customers of PG&E.

Contract Opportunity Description

The primary objective of this RFP is to contract a Commercial SEM resource program that can deliver cost-effective energy savings and maximize total system benefits. Successful bids will expand the availability of SEM beyond the industrial sector to Commercial customers and promote the establishment and maintenance of SEM practices in their organizations and facilities.

Contract Opportunity Description

PG&E will be conducting an RFI for Emergency Services and Equipment. The provision of equipment, labor and services is a key element to ensure PG&E is prepared for emergencies to minimize damage to PG&E assets, support emergency response and restoration efforts, and limit inconveniences to customers, which may occur as a result of:

  • Major outages (Earthquakes, storms, wildfires, heat events, etc.)
  • Hazards posed by damage to gas, electric, and generation facilities.

The provision of Emergency Services and Equipment includes the provision of all-inclusive and/or situation-specific equipment solutions for PG&E’s temporary emergency sites as required for both emergency incidents, planned events, and All Hazards. This includes providing turn-key equipment and supporting services for base camps, staging areas, microsites, material laydown areas, rally safety points, and Community Resource Centers (CRCs).

Emergency equipment may include office trailers, tents, generators, lighting, portable toilets and mobile showers, mobile sleeping facilities, mobile laundry facilities/services, water trucks, fuel trucks, mobile kitchen/food service facilities, and miscellaneous other equipment to support the emergency sites.
